Document Description
Sonoma County Water Agency (Sonoma Water) owns, operates, and manages Airport/Larkfield/Wikiup Sanitation Zone (Zone). The Windsor Water District (Windsor District), which is a dependent special district of the Town of Windsor (Town), have been working together to transfer wastewater collections, treatment, and disposal operations of the Zone to the Windsor District. The Zone’s wastewater treatment facility is approaching the end of its operational lifetime and would require substantial financial investment to extend its operational life while the Town’s water reclamation facility has enough excess rated capacity to fully treat all wastewater flows and loadings from Zone. A permanent sewer connection (pipeline) will be required for continuous conveyance of raw or partially treated wastewater from Zone’s treatment plant to Windsor District. Town of Windsor requested $1,500,000 from Sonoma Water's Zone fund for the construction of the Wastewater Intertie Pipeline Project. The pipeline project will consist of constructing an approximately 2,850-foot 24-inch diameter gravity pipeline, from the terminus of Freedom Way (800-feet), north along Skylane Boulevard (1,400-feet), then east along Shiloh Way (650-feet). Town owns or will acquire, and will retain ownership of, any property or easements where the project will be constructed and will operate and maintain the project in perpetuity. This agreement will provide funding to the Town in the amount of $1,500,000 for construction of the project.

Reasons for Exemption
Public Resources Code section 21080.21 exempts from CEQA review the installation of new pipeline of less than one mile in length within a public street or any other public right-of-way. The project will not result in a net increase in the amount of effluent produced or treated and the wastewater will be treated at a plant that has the existing capacity to treat the conveyed wastewater. The project would not result in any significant adverse effect on the environment.
