Neighborhood Use Permit (NUP) to install (6) panel antennas with chin strap covers, and 6 new remote radio units and the removal of (2) panel antennas and antenna chain mounts on the existing SDG&E transmission pole. The project would also include the removal of an existing wireless communication facilities (WCF) chain link cabinet and installation of new concrete masonry unit (CMU) WCF cabinet containing WCF equipment. The property Is located at 8320 Phyllis Place in the RS-1-7 residential zone low residential (5-9 units per acre) in the Serra Mesa Community Planning area, and Council District 7.

Reasons for Exemption
The City of San Diego conducted an environmental review and determined that the project would qualify to be categorically exempt from CEQA pursuant to Section 15301 (Existing Facilities). Section 15301 Section allows for the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing facilities (public or private), involving negligible or no expansion of use beyond that existing at the time of the determination. Since the project would only permit the continual operation of an existing WCF with improvements and would not expand the use the exemption was deemed appropriate. The project site is on a vacant disturbed SDG&E easement adjacent to existing residential development and no environmental impacts would occur and none of the exceptions described in CEQA Guidelines Section 15300.2 apply.
