Document Description
The County of Fresno will repair a section of an existing asphalt road in the Department of Water Resources right-of-way. Repair work includes milling, grading, re-paving, and re-shouldering the road. A milling machine will be used to remove up to 0.20 inches of the existing road for a total of 1.14 miles. The surface will then be graded and re-paved by pouring and spreading a 0.20 inch layer of asphalt. Once the asphalt is distributed evenly, it will be compacted with a steel roller. When the paving is complete, a motor grader will be used to restore the 20 foot wide shoulders on both sides of the road by placing dirt up to the road edges, then setting the shoulders to the original grade. A tractor and roller will then compact the shoulders.

Reasons for Exemption
The County of Fresno will repair a section of an existing asphalt road in the Department of Water Resources right-of-way. Department of Water Resources, as a Responsible Agency, will give encroachment permission to complete the work. The work will not expand existing or former use of the road, will take place in areas with an average slope of less than 20 percent, and will not result in any changes in land use or density. Categorical Exemption 15301 (Existing Facilities) and 15305(b) (Minor Alterations in Land Use Limitations – Issuance of minor encroachment permits) apply.
