Document Description
To replace Segment A of the existing five-span, 150-foot-long railroad bridge with PCB girders at Milepost (MP) 55.71 on the Fresno Subdivision. The proposed project includes dismantling of the existing bridge section. Caps and girders for the replacement bridge will then be installed on the existing pile bent structures, and the track will be replaced and returned to service. The construction will be completed off-track and adjacent to the existing bridge structure with the use of a crane positioned west of Bridge 55.71 Segment A. No permanent or temporary impact on waters of the United States will occur.

Reasons for Exemption
The project is statutorily exempt under the provisions of CEQA and the State CEQA Guidelines. The Board’s approval involves issuing an encroachment permit for replacement of an existing railroad bridge that is related to the institution or increase of passenger or commuter service of rail lines already in use, which is exempt under the statutory exemption of the CEQA Public Resources Code Section 21080(b)(10) and CEQA California Code of Regulations, Title 14, Section 15275(a). In addition, the project is exempt from CEQA under the Class 2, Replacement or Reconstruction (CEQA California Code of Regulations, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing structure in the same location and will have substantially the same purpose and capacity as the replaced structure. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2. The Central Valley Flood Protection Board's (Board’s) administrative record related to the encroachment permit is available for public review at the Board's office.
