Replacement of approximately 14,315 linear feet of potable water mains and 5,576 linear feet of sanitary sewer mains, including trenching, excavation, removal of existing water and sewer facilities and replacement in-kind, water and sewer service transfers, pavement restoration, repair and reconstruction of existing improvements affected by the Work, and incidentals for complete construction. Additionally, the work includes the rehabilitation of the existing sewer facilities and manhole rehabilitation. Work represents necessary improvements to bring water and sewer facilities to current standards and would entail no or negligible increase in capacity or use.

Reasons for Exemption
Staff has performed a preliminary environmental assessment of this project and determined that it falls withing the Categorical Exemption set forth in CEQA Guidelines Section 15301 Class 1 and 15302 Class 2 as follows: Class 1 exemptions, for projects pertaining to Existing Facilities, consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Examples include existing facilitiesof publicly owned utilities used to provide sewage or other public utility services; existing streets, sidewalks, gutters, and similar facilities (this includes road grading for the purpose of public safety); and rehabilitation of existing facilities to meet current standards of public health and safety. Class 2 exemptions, projects pertaining to Replacement or Reconstruction, consist of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Examples include replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
