Document Description
Pursuant to Public Resources Code Section 25402.1(h)(2) and Section 10-106 of the Building Energy Efficiency Standards, the City adopted an Ordinance that amends Title 15 of the City’s Municipal Code, adding local amendments to the California Energy Code for major additions and/or alterations of existing buildings to have lower energy use and operational greenhouse gas emissions than otherwise required by the California Energy Code. The Ordinance includes findings that the amendments are “cost effective” and use less energy than the standard state requirements. The ordinance only applies to major additions and/or alterations of 500 or more square feet in existing single-family residential buildings.

Reasons for Exemption
Ordinance 1736 (2024 Series) is categorically exempt from CEQA because it constitutes actions taken by a regulatory agency for the purpose of protecting the environment (CEQA Guidelines Section 15308). In addition, the ordinances are exempt from CEQA under the General Rule, 15061(b)(3), on the grounds that these standards are more stringent than the State energy standards, there are no reasonably foreseeable adverse impacts, and there is no possibility that the activity in question may have a significant effect on the environment.
