Document Description
The project includes maintenance of a flood control drainage channel, including removing excess vegetation and dirt buildup to prevent potential flooding on Bradley Avenue during rain events. The drainage channel is located along Floyd Smith Drive, in the southern portion of Gillespie Field Airport, within City of El Cajon’s easement. In accordance with the issued permit, the authorized uses shall commence on the Effective Date as approved by County Airports.

Reasons for Exemption
Section 15301 of CEQA Guidelines exempts from CEQA review actions consisting of the “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of use beyond that existing at the lead agency’s determination.” The key consideration in applying this exemption is whether the proposed action involves expansion of an existing use. The proposed action involves an existing drainage channel maintenance within the City of El Cajon’s easement. There are no proposed changes in use from what currently exists. The proposed action relates to maintenance of an existing flood control facility, involving no or negligible expansion of use, and is, accordingly, exempt from CEQA review pursuant to Section 15301 of the CEQA Guidelines.
