Reasons for Exemption
The approval for the modification and minor relocation of existing traffic signal and service cabinets is a ministerial action by a public agency. Additionally, the modification and relocation of an existing traffic signal and service cabinet falls under a Class 2 categorical exemption (Replacement or Reconstruction Section 15302), where it is an existing utility systems and/or facilities involving negligible or no expansion of capacity. The requested traffic signal and service cabinet modification would not result in a direct or reasonably foreseeable physical change in the environment and as a result, the proposed modifications qualifies for a Class 2 (Replacement or Reconstruction) exemption and no further environmental review is required pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15302.
