Document Description
The El Dorado Irrigation District (District) proposes to replace the existing standby generator at the Reservoir 1 Water Treatment Plant (Res 1 WTP). The existing generator failed in August 2023, which was beyond its anticipated serviceable life expectancy, and cannot be repaired without custom fabrication of parts due to its age. A generator is needed to keep the Res 1 WTP operating to provide uninterrupted water supply during planned and unplanned power outages. The replacement of the generator will involve the demolition of the existing generator pad and construction of a new pad to accommodate the new generator, installation of a new automatic transfer switch, installation of a new conduit between the generator and the main control panel, and installation of a new exterior electrical enclosure to meet current electrical codes. Construction equipment would include a crane, excavator, and forklift. Construction equipment and materials will be staged onsite on previously disturbed/paved surfaces. All construction activities will occur within the existing Res 1 WTP facility and involve no new ground disturbing activities. Any construction debris that is removed from the Project area will be disposed of in compliance with all applicable regulatory requirements. The replacement of the generator will not increase or expand drinking water treatment capacity. The generator will be temporarily installed in the summer of 2024 with permanent installation anticipated to be complete by early 2025.

The project consists of the replacement of an emergency backup generator and new construction of small associated equipment located within the existing Res 1 WTP and involves no expansion of existing or former use. None of the applicable exceptions to this exemption, as identified under CCR, Title 14 section 15300.2, are valid for this project, including location in an area of critical concern, significant effect due to unusual circumstances, scenic highways, hazardous waste sites, cumulative effect, and historical resources.
