Document Description
The project amends the City’s Historic Resource Code to streamline the environmental process associated with the designation of historic structures. The project would amend Coronado Municipal Code (CMC) Chapter 84.10, Historic Resource Code to update the criteria used for the City of Coronado’s (City) definition and determination of historical significance. Amendments to the Historic Resource Code would reduce the number of structures eligible for historic designation and remove those structures from further historic review.
To inform the proposed Historic Resource Code amendments, a Historic Property Survey was prepared to provide an architectural evaluation determining the properties potential significance under Criterion C of CMC Chapter 84.10. Specifically, CMC Section 84.10.030(C)) is one of the five criteria cited in CMC Section 84.10.030 used to evaluate structures to determine historic significance.
The results of the survey were used to reduce the number of properties that would be required to go through a future in-depth historical review process based on the City’s current Determination of Historic Significance.
The Historic Property Survey defined three tiers relative to whether a property may meet the Criterion C significance related to original architectural appearance, as follows:
1. Tier 1 - Unaltered or minimally altered from historic condition and potentially eligible for City designation under Criterion C.
2. Tier 2 - Recognizable as a particular architectural style but based on observation and/or construction history are more than “unaltered or minimally altered” from historic condition and do not appear to be eligible for historic designation under Criterion C.
3. Tier 3 - Substantially altered properties that retain little to no elements of a particular architectural style and, based on observation and/or construction history, are not eligible for historic designation under Criterion C.
Properties designated as Tier 3 would be removed from further historical review.
