Document Description
The proposed project consists of resurfacing an existing approximately 750-foot dirt access road with recycled base rock materials to facilitate all-weather access to the existing sanitary sewer line and siphon for maintenance activities. The upgraded road will be approximately 12 feet wide, with the short segment of the road widening to 18 feet. A steel drum roller will be used to compact the new road surface The project is located entirely within a City easement located over private property.

Reasons for Exemption
The project involves upgrading an existing access road. The project involves no increase in capacity and is located in an area that has been previously disturbed. There are no unusual circumstances leading to a reasonable possibility that significant environmental impacts will result from the project. A botanical survey was prepared for the easement area and adjacent area dated March 29, 2024, which concluded that no state or federally engaged species or plants were present within the survey area. Therefore, the City finds that the project is exempt from the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15301 and Section 15302 and none of the exceptions under CEQA Guidelines Section 15300.2 apply.
