Reasons for Exemption
This is an administrative activity that will not result in a direct or reasonably foreseeable indirect physical change to the environment and is thus not a “project” under State CEQA Guidelines section 15378 (See State CEQA Guidelines, § 15060(c)(2) and (3). Alternatively, even if the proposal did qualify as a project under CEQA, finds the proposal is still exempt from CEQA pursuant to Section 15061(b)(3) of the State CEQA Guidelines, which provides that a project is exempt from CEQA where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. The proposal will not have a significant effect on the environment as it does not authorize any construction or development. Any future development on the site will be subject to CEQA and require site specific environmental analysis at that time.
