Document Description
The Sonoma County Department of Transportation and Public Works - Airport Division, proposes to replace a storm drain pipe that crosses under Runway 14-32 and to repair the runway pavement above the storm drain pipe as well as at another location on Runway 14-32 (Proposed Project). The storm drain pipe that crosses under Runway 14-32 is failing, which has resulted in the deterioration of the runway pavement at this location. The components of the Proposed Project related to the storm drain replacement and the pavement repair include the following: • Excavation of a 235-linear-foot trench (approximately 12 feet deep and 3-4 feet wide below the asphalt layer and approximately 6-12 feet wide at the asphalt layer) along the runway above the storm drain pipe and continuing off of the runway pavement for 24 linear feet to the southeast in order to access the storm drain pipe. • The storm drain pipe would be replaced along the full length of the trench. • At the end of the trench, off of the runway pavement, the storm drain pipe would be connected to the existing storm drain pipe through a sleeve that would be placed on the end of the new storm drain pipe, connected to the existing storm drain pipe that continues away from the runway, and would be back-filled and encased in concrete. The pavement at the other location on Runway 14-32 has been showing signs of cracking and would be repaired through mill and overlay. In order to construct the Proposed Project, Runway 14-32 would be closed for up to 30 hours from late on June 24, 2024, to early on June 26, 2024. Construction equipment and materials would be staged on paved areas. Excavated materials that are not suitable for reuse during construction of the Proposed Project would be disposed of at the onsite permitted disposal area. Existing Airport circulation routes would be used as haul routes during construction.

The Project is statutorily exempt under section 15269 (b ), an emergency repair to publicly own facilities necessary to maintain service essential to public safety and welfare.
