Document Description
Eastern Municipal Water District (District) is proposing the Scott Road Gap Transmission Pipeline Project (project) to address the need for additional transmission capacity in the 1698K Keller pressure zone, as identified in the District’s Water Facilities Master Plan. The project will construct approximately 800 linear feet of 30-inch diameter pipe along Scott Road beginning at the intersection at Menifee Road and running east for approximately 800 feet as illustrated in the attached location map. Implementation of the project will result in improved transmission capacity and operational reliability, as well as alleviating projected low pressures in the 1698 Keller pressure zone as demands continue to increase. The beneficiaries of this process are the District’s diverse customers, and the communities served. The project aligns with the District water system redundancy objective to develop adaptable water storage and delivery system improvements to manage uncertain delivery condition and emergency outages.

This class of exemption covers the installation, of new pipeline; maintenance, repair, restoration, removal, or demolition of an existing pipeline as set forth in Section 21080.21 of the Public Resources Code, as long as the project does not exceed one mile in length. The project will construct approximately 800 linear feet of new pipeline to close a gap and improve transmission capacity and operational reliability.
