This procurement does not involve the construction of a new project, as these REC are procured from existing facilities. Hence, they would qualify under an existing facility categorical exemption under California Environmental Quality Act (CEQA): California Code Regulations, Title 14, Section 15301.

Reasons for Exemption
Given that the procurement of the RECs will be from renewable sources that are less polluting than conventional power, and that no tangible energy purchases are involved, this activity is covered by the “common sense” exemption pursuant to California Code Regulations Title 14 § 15061(b)(3) since there is no possibility that the activity in question (i.e., purchase of renewable energy credits) may have a significant negative effect on the environment. As a result, the activity is not be subject to CEQA.
