Document Description
Re-Adopting General Plan Amendment 21-001 Updating General Plan Chapter 11 Housing Element in Compliance with State Mandated Requirements for the 6th Cycle Housing Element (2021-2029). The proposed update is a comprehensive statement of the City’s housing policies and serves as a guide for implementing these policies. As required by state law, the update examines current housing needs, estimates future housing needs, and establishes goals, policies, and programs pertaining to those needs while demonstrating the capacity to accommodate the Regional Housing Needs Assessment (RHNA) allocation mandated by the state.

Reasons for Exemption
The project is exempt from provisions of the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15061(b)(3) The City has analyzed this proposed General Plan Amendment and has determined that it is exempt from the California Environmental Quality Act (CEQA) under Section 15061 (b) (3) of the CEQA Guidelines, which provides that CEQA only applies to projects that have a potential for causing a significant impact on the environment. GPA21-001 in itself does not relate to any physical project and will not result in any physical change to the environment and does not affect the land use or density limitations of the General Plan, except as superseded by State law. Therefore, it can be seen with certainty that there is no possibility that this general plan text amendment may have a significant adverse effect on the environment, and therefore, the adoption of this amendment is exempt from CEQA pursuant to Section 15061(b)(3) of the CEQA Guidelines.
