Section 15301 (Existing Facilities) of the CEQA guidelines finds that a project consisting of permitting, leasing, licensing, or no expansion of existing or former use is exempt from CEQA. The site is almost entirely built out and is identified in the Housing Element as an affordable housing site. The nature of the zoning amendments and General Plan Land Use amendment correspond directly to permitting’s purpose, which is to allow an activity, use, or structure. Furthermore, no new building is proposed; only the site’s use and existing building design standards will be legitimized by approved changes.
