Document Description
The project consists of a Zoning Ordinance Amendment to amend Chapter 3 of the Sacramento County Zoning Code to rescind the Minor Use Permit requirement for on-sale licenses for service of alcoholic beverages. The Sacramento County Zoning Code (Zoning Code) requires that businesses that request specified licenses from the State Department of Alcohol Beverage Control (ABC) for service of alcoholic beverages (referred to as ‘on-sale’ licenses) obtain a Minor Use Permit (UPM) from the County. Staff have noted that public input and engagement on this entitlement has been minimal, and the conditions included with the UPM have become standardized and often mirror the State ABC license conditions. If approved, the zoning code amendment would require businesses serving alcohol to work directly with ABC for licensing.

Reasons for Exemption
The activity is covered by the commonsense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The project consists of a Zoning Ordinance Amendment to rescind the Minor Use Permit requirement for on-sale licenses for alcohol service. As such, businesses wishing to serve alcohol would work directly with ABC licensing. Alcohol licenses would be implemented in existing establishments and would not result in expansion of use or modification of existing facilities. It can be seen with certainty that the provision to allow the sale of alcohol would not have a significant effect on the environment, and is therefore exempt from the provisions of CEQA.
