Document Description
The 2024/2025 County Transportation Improvement Program is the Resource Management Agency’s improvement and maintenance strategy for the County’s transportation infrastructure for Fiscal Year 2024/2025 (FY 24/25). Projects identified in the 24/25 County Transportation Improvement Program includes road safety enhancements, bridge improvements, road rehabilitations, overlays, sidewalk improvement programs, and other transportation related projects. Funding sources include local (Measure R), state and federal dollars. It should be noted that the 24/25 County Transportation Improvement Program is a list of projects and is not a physical project. Each project included in the 24/25 County Transportation Improvement Program must undergo CEQA review prior to being constructed.

Reasons for Exemption
This action is consistent with Class 1 Section 15301, Existing Structures (c), as activities associated with the project will include replacement of existing facilities with negligible or no expansion of capacity (any capacity increasing project is subject to further CEQA review). Also, consistent with Section 15300.4, Application by Public Agencies, the County of Tulare Board of Supervisors adopted an exemption for the construction of the aforementioned facilities per the Tulare County Guidelines for the Implementation of California Environmental Quality Act of 1970, Number 300 Section 111. CATEGORICAL EXEMPTIONS Class 1: Existing Facilities (c). A statutory exemption also applies. Under CEQA Guidelines 15262 Feasibility and Planning Studies, a project involving planning studies for possible future actions which the agency, board, or commission has not approved, adopted, or funded does not require the preparation of an EIR or Negative Declaration. As such, CEQA Guidelines Sections 15301, 15300.4, and 15262 are applicable and appropriate for this project.
