Document Description
The El Dorado Irrigation District (District) will be performing vegetation maintenance along segments of existing pipeline within the Cameron Park Unit of the Pine Hill Preserve (Preserve), an area managed by the Bureau of Land Management (BLM). Vegetation treatment activities would occur within existing utility easements along the pipeline segments, which are approximately 15 – 20 feet wide along the pipeline. The vegetation in the Project area primarily consists of dense chamise chaparral. Project activities would include tree and/or vegetation removal, thinning, and pruning within existing public utility easements. Vegetation management activities will not occur in identified riparian areas along the pipeline or include grading or substantial ground disturbance that would impact rare plants. Equipment identified for the Project includes chainsaws, hand tools, chipper, mini-excavator for loading, and crew truck. Vegetation will be chipped and or scattered onsite as determined appropriate in consultation with BLM staff. There are existing locked gates providing access to the Project area from paved residential streets. The pipeline corridor primarily follows primitive walking trails and dirt vehicle paths within the Project area, The eastern segment of the Project area parallels an existing gravel access roadway. Work is anticipated to start June 2024 and will occur Monday through Friday 7:30 am to 4:30 pm and suspended during federal holidays. The Project area is deemed by CalFire as a Very High Fire Hazard Severity Zone located in a State Responsible Area (CalFire, 2021) therefore, Project activities would be suspended if hazardous wildfire conditions are identified.

Reasons for Exemption
This Project involves vegetation maintenance of an existing facility within the District’s existing utility easements. The project qualifies as a Class I exemption because it involves maintenance of existing facilities (i.e., pipeline, roadways) involving negligible or no expansion of use beyond that which currently exists at the site. It also qualifies as a Class 4 exemption because it involves fuel management activities to reduce the volume of flammable vegetation. Additionally, none of the applicable exceptions to this exemption, as identified under CCR, Title 14 section 15300.2, are valid for this project, including location in an area of critical concern, significant effect due to unusual circumstances, scenic highways, hazardous waste sites, cumulative effect, and historical resources.
