Document Description
The purpose of the proposed project is to replace one of the two cooling towers located at Headquarters to enhance productivity/efficiency of the chilled water and cooling tower water systems. This project will assist the Agency to support continued overall Headquarters and laboratory operations of the Agency. The proposed cooling tower facilities will be installed within the existing disturbed footprint of the IEUA Headquarters.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed project is the Central Plant Cooling Tower Replacement, Project EN23003. IEUA has determined this proposed project has no potential to cause significant adverse effects on the environment and will ensure that future operations at the Agency’s Headquarters and Laboratory can be conducted without significant adverse impact. Categorical Exemption Class 2 exempts “replacement or reconstruction of existing structures or facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to: “ “(b) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.” The proposed project has been determined not to have a potential to cause significant adverse environmental effects by the Agency. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for a Class 2 Exemption.
