The proposed project also involves limited updates to the General Plan text, policies, and actions. The project considers a variety of planning efforts underway in the City, including two new specific plans, development projects under review, RHNA projections, and projected demand for the non-residential uses. The two new specific plans are the Northeast Area Specific Plan and Downtown Specific Plan and include buildout projections that are incorporated into the citywide buildout capacity for the 2045 General Plan Reset project.
