Document Description
The project is limited to the construction of a 1.1-acre public park and a multi-use riverfront trail, and restoration and enhancement of riparian habitat along Truckee River. The park will consist of a plaza
that fronts West River Street and the primary park entry containing sitting areas and a lookout area. Facing the plaza will be a sloping bowl that will allow users access to the riverfront. The bowl will be
created by cutting into the existing slope and contouring the cut area with slopes varying from 20% to 33% max. The bowl surface will be covered with native grasses. Concrete seatwalls and natural
boulders will be placed at different levels within the bowl. All grading activities for the bowl will be kept outside the base flood elevation, ordinary high-water mark, and existing riparian habitat with eight
Jeffrey pine trees removed during grading. The slope areas east and west of the bowl will be enhanced with new riparian vegetation with the addition of planted trees and drought-tolerant native vegetation. Temporary irrigation will be used for plant establishment along the riparian edge. New planting areas surrounding the plaza and at the lower portions of the bowl will be utilized as Low
Impact Development stormwater management features to capture and infiltrate stormwater. The east side of the park will have permeable paver accessible paths and sidewalks that will assist with water infiltration.

This project is class thirty-two exempt because it consists of an in-fill project with proposed development occurring within city limits on a project site of no more than five acres. The project area is substantially surrounded by urban uses with no value as habitat for endangered, rare or threatened species.
