Document Description
This is an amendment to the grant agreement between Sierra Nevada Conservancy and USDA Forest Service, Modoc National Forest for the South Warner Wilderness Fire Restoration Project. The project is the preparation of an Ignition Management Guide to guide the entire 70,200-acre South Warner Wilderness, as well as surveys in area outside the Wilderness area adjacent and west/northwest of the Wilderness. The Project includes monitoring and surveys to complete future NEPA and CEQA analyses in the area adjacent to the Wilderness area for the Pine Springs Project which has not been approved, adopted, or funded by SNC.

Reasons for Exemption
The Project includes monitoring and surveys to complete future NEPA and CEQA analyses in the area adjacent to the Wilderness area for the Pine Springs Project which has not been approved, adopted, or funded by SNC, and an Ignition Management Guide to guide the entire Wilderness. The Project activities include only the planning, resource surveys, environmental analysis, and coordination to develop NEPA and CEQA environmental analyses for potential future forest treatment projects as well as preparation of Ignition Management Guide. There will be no ground or resource disturbance as part of this Proposed Project. None of the planning or analysis activities to be conducted under this Proposed Project will have a legally binding effect on future activities or are for a possible future project that an agency has already approved, adopted, or funded. No exceptions to Categorical Exemption 15306 apply to the Project.
