Section 15302 (Replacement or Reconstruction) is applicable because the proposed project consists of replacing the existing 10,000 gallon above-ground water tank with a 10,000 gallon above-ground water tank that would substantially serve the same purpose and capacity of the structure being replaced. 15304 (Minor Alterations to Land) is applicable to the proposed project because minor ground disturbance would be required for the installation of the concrete pad which would not involve the removal of healthy, mature, scenic trees.
