Document Description
The County of Riverside Transportation Department is proposing to construct approximately 0.49 miles (2,562 feet) of Eugene Street from Highway 74 east to Theda Street. Eugene Street is currently a dirt road that varies in width approximately 26 feet. The proposed project will include grading, moisture conditioning the roadway, and paving with hot mix asphalt concrete.
The proposed project will include the following:
• Removal/Trimming of Trees
• Remove rocks
• Removal of existing pavement
• Utility adjustments if needed
• Installation of new signs.
No additional right of way or temporary construction easements will be required to construct the proposed improvement. All improvements are to be done within the existing right of way.

Reasons for Exemption
The project proposes to construct approximately 2,562 feet of Eugene Street from Highway 74 to Theda Street. The project in its entirety is consistent with Categorical Exemption Section 15301(c) which exempts existing highways and streets, sidewalks, gutters, bicycle and pedestrian trail, and similar facilities (this includes road grading for the purpose of public safety). Furthermore, it does not create additional traffic lanes and involves no expansion of use of the existing roadway and associated facilities.
