Acceptance of the 2023 Multiple Species Conservation Program South County Subarea Plan Annual Report is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15061(b)(3) and 15378(b)(5) of the State CEQA Guidelines. The action before the Board of Supervisors is to receive the 2023 Multiple Species Conservation Program South County Subarea Plan Annual Report, which is a governmental administrative activity. Therefore, the action is not a project as defined by Section 15378(b)(5) of the State CEQA Guidelines. Additionally, the action to receive the 2023 Multiple Species Conservation Program South County Plan Annual Report is covered by the commonsense exemption which states that CEQA only applies to projects which have the potential for causing a significant effect on the environment. It can be seen with certainty that today’s action will not result in a significant effect on the environment because it is administrative in nature.
