Reasons for Exemption
Site and Architectural Review 23-23 is Categorically Exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section §15332 Class 32 (In-Fill Development Projects). This project involves the construction of a two story dental office building at 12,406 square feet use on 1.67-acre site. The Project site is identified as General Commercial on the General Plan Land Use Map. All “Medical/Dental Offices and Related Health Clinics” are listed under “Office and Administrative Uses” in the Barton Road Specific Plan’s land use matrix. Spring Hills Family Dentistry is a “Dental Office” and therefore permitted by right within Village Commercial, Planning Area 2, of the Barton Road Specific Plan. There are no scenic views at the subject property that have historic of cultural significance and the building and proposed site improvements are consistent and in scale with the Barton Road Specific Plan. The Barton Road Specific Plan is the primary land use corridor is commercial with some office and residential uses along Barton Road and it functions as Grand Terrace's "downtown” and primary commercial center. City Hall is located near the eastern end of the corridor.
