A MINOR USE PERMIT AND MINOR VARIANCE (P22-061/ARC23-0016) FOR A NEW 60-FOOT TALL MONOPINE DISGUISED AS A PINE TREE AT THE NORTHWEST CORNER OF COMMONWEALTH CROSSING PLAZA. THE WIRELESS TELECOMMUNICATION FACILITY WILL OCCUPY AN 80-FOOT BY 25-FOOT LEASE TO HOUSE GROUND MOUNTED EQUIPMENT. THE MINOR VARIANCE ALLOWS A 10 PERCENT INCREASE IN HEIGHT FROM A MAXIMUM HEIGHT ALLOWANCE OF 55 FEET TO 60 FEET.

Reasons for Exemption
The installation of a new 60-foot tall monopole (wireless telecommunication facility) disguised as a pine tree with ancillary ground mounted equipment at Commonwealth Crossing Plaza is exempt from CEQA under Categorical Exemptions Section 15303 and Section 15304. This exemption applies because the project involves the construction of a small new structure and minor land alterations, such as site preparation and grading, without significant environmental impacts. Additionally, the site was previously approved for broader commercial development under SPDR 17-11, which included an adopted Mitigated Negative Declaration. The Project does not significantly alter or impact the conditions analyzed in the prior environmental review.
