Reasons for Exemption
The proposed project is exempt from CEQA because the scope of the project was already adequately analyzed by the following documents: (1) Westside Industrial Specific Plan (WISP) Environmental Impact Report (EIR), SCH No. 2003102067, certified by the City of Turlock on November 14, 2006 and (2) Turlock General Plan EIR, SCH No. 2010122096, certified by the City of Turlock on September 12, 2012. The environmental effects are within the scope of the analysis and conclusions reached in the previously cited documents; there are no effects upon the environment that are peculiar to the parcel or to the project and which were not addressed as significant effects; and there is no substantial new information showing that effects will be more significant than described in the previously cited documents.
