Document Description
The project consists of the replacement of an existing 15-inch sanitary sewer main with new 18-inch PVC sewer main, the installation of new 48-inch and 60-inch sanitary sewer manholes, abandonment of an existing 6-inch VCP sanitary sewer. A portion of the replacement will include open trench, connecting and extending laterals, sanitary sewer manhole rehabilitation, and various sanitary sewer connections. The project also includes the replacement of water mains with new 8-inch C900 piping, installation of new 1-inch residential water services and 2-inch commercial services, the replacement of existing fire hydrants assemblies and various appurtenances. The work also includes minor concrete curb and gutter repair, sidewalk repair, and trench paving. The project will replace areas where both water main and sewer main replacement occur. It is expected that construction work will take 75 working days to complete, and is anticipated to begin in June and finish in October.

Reasons for Exemption
The project is limited to the replacement of existing sanitary sewer and water main utility infrastructure with new sanitary sewer and water main infrastructure that will continue to support existing development. The project represents negligible expansion of existing capacity and will serve the same purpose as the existing sewer main. Construction will consist of trenching pipeline installation within the public right-of-way where existing facilities are located. The area of disturbance is not within an environmentally sensitive area nor are there any unusual circumstances or cumulative impacts that would preclude the project from using an exemption. The project is exempt under Section 15301(b) existing facilities, which includes projects that result in negligible or no expansion of publicly-owned utilities. The project is also exempt under Section 15302(c) which includes replacement or reconstruction of existing utilities, resulting in negligible expansion of capacity. City Council approved the project on May 20, 2024.
