The City is the Lead Agency and has determined that the project is categorically exempt from environmental review pursuant to Section 15301(c) which exempts the repair and maintenance of existing facilities. Furthermore,
1. The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with the applicable zoning designation and regulations; and
2. The project sites are located in City limits on a property that is less than 5 acres; and
3. The project sites are existing developed and disturbed areas and do not contain habitat for rare, threatened, or endangered species; and
4. The projects involve maintenance and replacement activities and do not have the potential for significant impacts related to traffic, noise, air quality, or water quality; and
5. The sites can be served by all required utilities and public services.
