Document Description
The Tulare County Health & Human Services Agency (HHSA), Mental Health Branch (TCMH) is proposing the construction of a new Behavioral Health Urgent Care (BHUC) to provide crisis services for individuals in need. The BHUC will be the first of its type in Tulare County and add a new service option in our community that will expand behavioral health services. The proposed facility will be located on the Hillman Center campus and will be used to provide Behavioral Health Services to the citizens of Tulare County. The new 7,000 sq. ft. facility will include: a lobby and receptionist area; a warming room; a conference room; eight (8) private patient rooms; one (1) large room to serve several consumers at the same time; two (2) therapy rooms; a restroom; workstations; garden rooms; and a parking lot. It will also include an access control entrance to and from the staff area, a breakroom and storage area, one conference room, three private offices as well as a workspace for staff and an emergency exit at the back of the office.

Reasons for Exemption
This action is consistent with Section 15303 Class 3, New Construction or Conversion of Small Structures and Section 15332 Class 32, In-fill Development Projects. The proposed facility is less than 10,000 square feet. The proposed mental health facility will be located within the existing Hillman Center campus in the City of Tulare. The project is consistent with the 2035 Tulare General Plan land use and zoning designations. The project site is currently developed and has no value as habitat for special status species. The site is currently served by utilities and public services and will not result in significant impacts to special status species, traffic, noise, air quality, or water quality. As such, Sections 15303 and 15332 are applicable and appropriate for this project.
