GENERAL PLAN AMENDMENT NO. 23-0003, ZONE CHANGE NO. 23-0003, DEVELOPMENT PLAN REVIEW NO. 23-0012, AND CERTIFICATE OF APPROPRIATENESS NO. 23-0017 - The project includes a request to amend the General Plan Land Use Designation and Zoning Designation of an existing 8,685 square foot parcel from Single-Family Medium (SFR-M) General Plan designation and Single-Family Medium (RS-7.5) zoning designation to Commercial/Residential Mixed Use (C/R-MU) General Plan and zoning designations. The project also includes a Development Plan Review for site plan approval to adaptively reuse an existing 2,526 square foot historic single-family residence as a professional office, and construct supporting commercial improvements including a paved parking lot and landscaping improvements. The project site is located at 1010 N. Euclid Avenue, at the northeast corner of Euclid Avenue and Foothill Boulevard within the Euclid Avenue Historic District (APN: 1045-551-11).

Reasons for Exemption
This project is Categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) (General Rule), Section 15301, Class 1(n) (Existing Facilities), and Section 15331, Class 31 (Historical Resource Restoration/Rehabilitation) of the California Environmental Quality Act Guidelines. The “general rule” applies to those projects where it is seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, as the project involves a mapping change of a single parcel for a low-intensity use. Section 15301, Class 1 (n) specifically applies to the conversion of a single-family residence to office use. Section 15331 applies to rehabilitation and improvement projects to historic resources that are consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties with Guidelines for Preservation, Rehabilitating, Restoring, and Reconstructing Historic Buildings (1995), Weeks and Grimmer.
