To mitigate the impact of riprap armor on public access, California Coastal Commission and California Station Park requested the Santa Cruz County Sanitation District perform Mitigation efforts commensurate with the impact of placing the armor by clearing approximately 415 cy's of sand in the parking area and distributing the sand on to the beach.

Reasons for Exemption
On 1/4/2023, Governor Newsome declared a statewide State of Emergency related to the atmospheric river beginning on December 27, 2022. The storm swell along the coast resulted in damage to the revetment that protected critical infrastructure (a sanitation pump house) along Seacliff Beach and deposited several thousand cubic yards of sand onto the established road and parking areas adjacent to the beach. The revetment was bolstered through and emergency coast development permit that authorized placement of riprap along the failed revetment. This project is to remove a portion of the sand from the areas east and west of the damaged area and place it on and around the riprap, in order to reestablish use of the beachfront area.
