Document Description
Construction of the new Santa Barbara Police Station is anticipated to begin in fall of 2024 at the City’s Cota Community Lot, which is the current location of the Saturday Santa Barbara Certified Farmers Market (SB Farmers Market). On September 7, 2024, the Saturday SB Farmers Market will be relocating to State Street between Canon Perdido and Figueroa Streets (900-1000 Blocks of State Street), and Carrillo Street between Chapala and Anacapa Streets (00 Blocks of West and East Carrillo Street). The Saturday SB Farmers Market will operate every Saturday from 8:00 a.m. to 1:00 p.m. The right-of-way closure will be from 6:00 a.m. to 2:30 p.m. The farmers will park vehicles and erect displays on both sides of Carrillo Street. Vehicles will be situated adjacent to the sidewalk, with booths positioned in a linear formation adjacent to the vehicles facing the street’s center. Along State Street, the farmers’ booths and vehicles will be situated in a single linear row along both sides of the street, equally dispersed between the 900 and 1000 blocks. On Farmers Market Saturdays, vehicle barriers at the intersections of Carrillo and Chapala Streets and Carrillo and Anacapa Streets will be erected. The barriers will be capable of stopping vehicles from entering the market area and include gates to facilitate easy emergency access. There will also be temporary placement of signage, cones, and barriers for traffic control in the vicinity of the market per the Traffic Control Plan. In the event that the Farmers Markets falls on a special event weekend related to the Solstice, Fiesta and Fourth of July events/parades, the Santa Barbara Farmers Market shall temporarily relocate to State Street (anticipate about 5-6 block closure) due to anticipated upstaffing of emergency personnel.

Reasons for Exemption
CEQA Guidelines Section 15301 Existing Facilities. This Project meets Section 15301 Existing Facilities categorical exemption, because the operation of the Farmers Market within the existing right-of-way (ROW) will not result in an expansion of use. The Farmer’s Market has already been determined to be an authorized use under Santa Barbara Municipal Code (SBMC) § 31.30.020 C and within public street under SBMC § 9.48.010 C 2. Archaeology. The Project is located in the following areas of archaeological sensitivity: American Period (1870-1900), Early 20th Century (1900-1925), and the Hispanic-American Transition Period (1848-1870). There are no ground disturbing activities associated with the project, therefore the effect on archaeological resources is less than significant. Hazardous Materials. Although this project is within 200’ of a LUST cleanup site, the project does not involve any ground disturbing activities. Therefore, the effect on hazardous materials is less than significant. Historic Resources. The Project is adjacent to historic structures; however, the temporary nature of the Saturday SB Farmers Market is considered to have a less than significant effect on historic resources. Noise. The site is located in an area with ambient noise levels greater than 65 dBA. The temporary noise effects associated with the Saturday SB Farmers Market are considered less than significant. Transportation. To accommodate the Saturday SB Farmers Market, Carrillo Street will be closed between Chapala Street and Anacapa Street. The 900-1000 Blocks of State Street are closed full time. Traffic from Carrillo Street will be detoured to adjacent parallel routes. A soft westbound closure may also be implemented on either Anapamu Street, Figueroa Street, or Canon Perdido Street as needed to provide emergency responders with additional roadway space to respond to calls east of the event area. Traffic control will be implemented in accordance with the California Manual of Uniform Traffic Control Devices (CA MUTCD) and mobile vehicle barrier protections will be in place to prevent impaired or errant drivers from entering the event area. Additionally, minor signal timing modifications will be implemented in the surrounding area to help manage traffic flow. Therefore, the effects on transportation and circulation are considered less than significant. The Project has been determined to be exempt per CEQA Guidelines, 15301 Existing Facilities, because the operation of the Farmers Market within the existing right-of-way (ROW) will not result in an expansion of use. Furthermore, the Farmer’s Market has already been determined to be an authorized use under Santa Barbara Municipal Code (SBMC) § 31.30.020 C and within public street under SBMC § 9.48.010 C 2.
