Document Description
The Housing Element Update is required to identify and analyze existing and projected housing needs in order to preserve, improve and develop housing for all economic segments of the community, including a fair housing analysis. In addition to prohibiting discrimination based on race, color, religion, disability, and other protected personal and familial attributes, the city is required to affirmatively further fair housing. The City’s Housing Element is the primary policy document implementing the housing policies and affirmatively further fair housing for all economic segments of the community.

Reasons for Exemption
The project is covered by the commonsense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. The findings under Section 15300.2 are made. The Housing Element does not include physical development. The adoption of the Housing Element does not affect any site that could qualify as historical resources and no structures are to be demolished.
