Document Description
The project proposes to improve select items specified in the Inventory of Needs for the Desert Hills Commercial Vehicle Enforcement Facility (CVEF), provided by the California Highway Patrol. The proposed items will increase the facilities ability to effectively and efficiently process the increased demand on the facility as well as decrease the frequency of maintenance. The facility is located along Interstate 10, between 0.2 miles east of Hathaway Street at Post Mile (PM) R14.6, and 0.1 miles west of Malki Road, at PM R16.3, in Riverside County.
The following items are proposed for the project:
• Install a Ramp E-Screening system consisting of: an Open/Closed sign interface, Ramp Weigh-In-Motion system (WIM), Vehicle Overview camera, License plate reader, United States Department of Transportation (USDOT) Number Recognition System, Hazardous Material (HAZMAT) Placard Recognition System, Tire, Anomaly and Classification System (TACS), Lane Control Signals (LCS), Manual Override Console, Credential Server and operator workstation, System Reporting, poles, cabling, conduit, pull boxes, and a local and remote system communications
• Excavate and install a waterline that will extend approximately from 5,600 feet (the exact length of the water supply line will be determined by final design in Phase 1) to the west of the facility and connect to the city of Banning’s 12-inch water main. Connection of waterline will be outside Caltrans's R/W and would need to be processed through the city's encroachment permit
• Construct four climate-controlled inspection booths
• Excavate and construct two inspection pits with oil and water separator
• Demolish the abandoned Agricultural Inspection Building
• Replace the scale head platform
• Upgrade the existing Midwest Guardrail System (MGS) on Route 10 westbound shoulder at PM R15.9, to meet the current standard.
• Upgrade existing Changeable Message Sign (CMS), new pole-mounted camera and control cabinet on EB shoulder of Route 10 near PM R15.27. The work includes removing existing CMS on wood posts and installing new CMS sign on a new single steel pole. The new cast-in-place pile foundation of the CMS will be approximately 66" in diameter and up to 27 feet deep. The existing controller cabinet will be relocated approximately 50 ft westward. Utility trenching within the defined impact footprint area will be 1.5 ft to 2 ft deep
• Install a new Maintenance Vehicle Pullout (MVP) near CMS and upgrade the existing Midwest Guardrail System (MGS) to meet new standard. The excavation for the MVP may be up to 1 ft deep
• Remove five (5) existing tamarisk trees along Route 10 EB shoulder from PM R15.8 to R16.3
• Plant new trees along right shoulder of Ramsey Street Westbound WB Exit Ramp, near PM R14.7. Total impact area from tree planting is 0.137 acre (600 SF).
