Document Description
The Zero Emissions Vehicle Training Through Electric Vehicle Conversions Project will strengthen an existing zero-emission vehicle technology training program for priority populations and provide knowledge and skills needed for job placement and career advancement. The Project will provide training for the conversion of a gasoline powered classic car to a battery electric powered classic car. Including but not limited to: maintenance, repair, safety, paint, bodywork, electric vehicle supply equipment, etc.

Reasons for Exemption
In accordance with CEQA, the use of the Common Sense Exemption is based on the "general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment." (CEQA Guidelines, §15061(b)(3)). The use of this exemption is appropriate if “it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.” With certainty, there is no possibility that the project may have a significant effect on the environment. The project will provide a zero-emission vehicle technology training program for students, and any activities converting the gasoline powered car to a battery electric powered classic car will be conducted in accordance with local and state laws and regulations, including waste disposal laws.
The project is also categorically exempt from the provisions of CEQA pursuant to Class 22 Categorical Exemption of the State CEQA Guidelines. (CEQA Guidelines, §15322). Adoption of educational and training programs that involve no physical alteration to the environment are categorically exempt.
The project will also not result in any specific or general exceptions to the use of categorical exemption as detailed under CEQA Guidelines Section 15300.2, because the project will not cause an impact to an environmental resource of hazardous or critical concern nor does the project have unusual circumstances that could possibility have a significant effect on the environment. The project would not result in impacts to scenic highways, hazardous waste sites, historic resources, or other sensitive natural environments, or have a cumulative effect to the environment. No significant environmental impacts are anticipated to occur.
