Document Description
The El Cuartel building is a part of the Royal Presidio of Santa Barbara, constructed in 1788. There is no building reinforcement, making it at risk of unrepairable damage from a seismic event if not reinforced. The project will seismically stabilize the adobe building, restore the roof to its original configuration and introduce an accessible ramp for increased visitor accessibility.
Every effort will be made to maintain historic character and adhere to historic preservation guidelines. Further detail describing the work to be completed and measures to be implemented to avoid and minimize impact may be obtained by submitting a request to the project Environmental Coordinator listed below.

No potential for significant impact to the environment is anticipated in compliance with CEQA §15300.4. If the project is implemented as indicated within the Project Evaluation From, then it is exempt under CEQA §15301, 15302 and 15331. The action falls under the Departmental List of Exempt activities according to CEQA §15300.4 as defined in the Department of Operations Manual, Chapter 0600 as:
• “Modifications of existing facilities for handicap access” (Class #1, §15301)
• “Reroofing” (Class #2, §15302)
• “Activities affecting historic resources consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties” (Class #31, §15331)
