Document Description
On April 25, 2024, the Internal Services Department of the County of Los Angeles executed Community Broadband Network Services Work Order CBN-2 South Los Angeles (Work Order) that provides for the following future potential activities which are not yet approved: Installation and management of core network infrastructure equipment by a Contractor to provide new, low-cost internet access services in neighborhoods experiencing a digital divide where it is estimated that 20 percent or more of households lack internet service subscriptions. Administrative activity, including design, planning, supportive and other activity is also included in the Work Order. The execution of the agreement is an administrative activity which will not authorize any activity that is considered a project under CEQA to proceed.

This geographic area has communities both incorporated in the City of Los Angeles, as well as Los Angeles County Unincorporated Areas.

Reasons for Exemption
Pursuant to California Code of Regulations Section 15061 (b)(3), the Work Order is also exempt from CEQA, under the common sense exemption that it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment. Absent a Notice to Proceed, no work that would be considered a Project may proceed under the Work Order. The action is an administrative activity of government that will not result in direct or indirect physical changes in the environment pursuant to State CEQA Guidelines Section 15378(b). Additional activities included in the Work Order include the creation of design documents, plans, and work schedules, project management services, contract compliance activities, conducting meetings, ordering of equipment, deployment preparation, maintenance and operations of the internet service, acquisition of subscribers, provisioning and delivering of internet services to subscribers, community engagement, marketing, and reporting services, none of which meet the definition of a Project under CEQA.
