Document Description
USD Clean Fuels (USD-CF) proposes to construct a fuel transfer facility within the BNSF Railway railroad right-of-way (ROW) and BNSF-owned property located west of the 1800 block of Cleveland Ave. and north of W. 19th Street north to Civic Center Drive in National City, California. The facility will add nine rail spurs and four fixed truck loading spots to transfer bio-diesel fuel, renewable diesel fuel, ethanol, and sustainable aviation fuel directly from rail cars into trucks. Trucks will deliver to local retailers within a 35-mile radius. Each truck loading spot will consist of a pump skid, controls and piping between the belly of the rail cars and the bottom loading port of the truck and include a concrete pad and drain for containment of potential spills which will be piped to a containment basin on site. Proposed improvements consist of building tracks and turnouts/crossovers for rail cars, installation of concrete slab pump pads, installation of sloped truck load slabs, installation of pumps and piping to move fuels from rail cars to trucks, construction of a containment enclosure for additives, construction of a concrete-line containment basin, and an office trailer with control center and driver check-in area.
