Document Description
The project would replace existing sidewalks and parking spaces and install new sidewalks to meet current accessibility requirements. Installation of additional park amenities will include synthetic turf, dog drinking fountains, boulders and log agility equipment, shade structures, chain link fencing, tree removal, tree installation, landscaping, permanent irrigation, and a snake fence in the dog park. Other accessible improvements will include picnic tables, benches, and drinking fountains. A portion of the project occurs within and adjacent to the City's Multi-Habitat Planning Area (MHPA), and will be required to comply with the MHPA Land Use Adjacency Guidelines as specified in Section 1.4.3 of the Multiple Species Conservation Program's (MSCP) Subarea Plan.

The City of San Diego conducted an environmental review which determined that the project meets the categorical exemption criteria set forth in CEQA State Guidelines, Sections 15301 [Existing Facilities], which allows for repair, maintenance and minor alteration of existing public facilities and topographical features involving negligible or no expansion of existing use including parking lots, sidewalks, and similar facilities to allow for installation of ADA improvements, pavement resurfacing, and restriping; 15302 [Replacement or Reconstruction], which allows for replacement or reconstruction of existing structures and facilities involving negligible or no expansion of capacity including sidewalks, parking spaces, traffic signal pull box and wiring, curb ramps, curb and gutter, striping, trees, landscaping, irrigation systems, and existing utility systems; 1 ",303 [New Construction or Conversion of Small Structures], which consists of construction and location of limited numbers of new, small facilities or structures, including synthetic turf, dog bowl drinking fountains, boulders and log agility equipment, shade structures, chain link fencing, and snake guard; 15304 [Minor Alternations to Land]. which allows for minor public alterations in the condition of land which do not involve removal of healthy, mature, scenic trees, including trenching and backfilling where the surface is restored for asphalt concrete (AC) pavement removal and replacement; and where the exceptions listed in Section 15300.2 would not apply.
