Document Description
The project proposes a Coastal Development Permit {CDP) to grade a 0.031-acre portion of hillside to the southwest of an existing residence to repair a slope failure and the construction of retaining walls with associated improvements located at 1641 Crespo Drive. The 0.262-acre project site is located in the RS-1-5 zone and the Coastal Overlay Zone {Non-Appealable Area) within the La Jolla Community Plan and Local Coastal Program. LEGAL DESCRIPTION: Lot 39 of Ludington Heights, according to Map thereof No. 2023, filed in the Office of the County Recorder of San Diego County, May 11, 1927, together with the westerly 2.5 feet of the path adjourning said lot on the east as vacated and closed to public use by Resolution No. 188653 of the Council of the City of San Diego, recorded October 27, 1966 as File No. 172153.

Reasons for Exemption
The City of San Diego determined that the project would qualify to be categorically exempt from CEQA pursuant to Section 15301, Existing Facilities; and where the exceptions listed in Section 15300.2 would not apply. The project meets the criteria set forth In CEQA Section 15301, which allows the repair or minor alteration of topographical features, and the addition of safety or health protection devices for use in conjunction with existing structures, facilities, or topographical features involving negligible or no expansion of use. Since the project proposes a slope repair with a new retaining wall and associated improvements to serve an existing residence and involves no expansion of use, this exemption was deemed appropriate. The site is not included on any list compiled pursuant to Government Code Section 65962.5 for hazardous waste sites.
