Document Description
The 2nd Amendment to Area Assignment AA-14-08 with Shippers Transport Express, Inc. (Shippers Transport) assigns Shippers Transport temporary right to use and occupy 293,839 square feet of Port-owned property located at Pier B in Long Beach Harbor Planning District 1 (North Harbor) for the use of parking; storage of bobtails, chassis, personal vehicles, and trucks; and charging of electric trucks. While no physical modifications to the property or to the uses are proposed, the amendment acknowledges and includes exhibits reflecting necessary construction work on the property for the realignment of certain utilities by Long Beach Utilities and Marathon Petroleum associated with the Port’s Pier B On-Dock Rail Support Facility Project. Shippers Transport agrees, with at least two weeks’ notice from the Port, to cease and remove all properties from the assigned area until construction work is completed. The 2nd Amendment to Area Assignment AA-14-08 is effective upon execution by the Chief Executive Officer, will expire no later than three years from the effective date, and is cancelable by either party after the first 30 days upon 10 days written notice.

The Class 1 Categorical Exemption consists of the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. No physical modifications are proposed to the premises. Shippers Transport previously occupied and used approximately 293,839 square feet of the premises under Area Assignment AA-14-08 executed in September 2018 for the storage of wheeled chassis and empty storage containers. In January 2024, under a first amendment to Area Assignment AA-14-08, the area was reduced to 12,000 square feet and use of the property was limited to use of existing charging stations for the charging of electric trucks. The project reincorporates the 12,000 square foot area into Area Assignment AA-14-08 and involves negligible or no expansion of existing or former use.
