The Class 3 Categorical Exemption consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The project involves the installation of a new 450-foot long 1-2 inch PVC conduit to run communication fiber lines from an existing manhole at Pico Avenue to an electric vehicle charging station located at 260 E. Pico Avenue. The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of Categorical Exemption CEQA Guidelines Section 15303 (New Construction or Conversion of Small Structures); therefore the Project is exempt from CEQA and no further environmental review is required.

The Class 4 Categorical Exemption consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes and backfilling where the surface is restored. The Project involves trenching to install PVC conduit for communication fiber lines from an existing manhole to an electric vehicle charging station located at 260 E. Pico Avenue. Following trenching, soil will be backfilled and the surface will be restored. The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of Categorical Exemption CEQA Guidelines Section 15304 (Minor Alterations to Land); therefore the Project is exempt from CEQA and no further environmental review is required
