Document Description
The facility operates under a full solid waste facility permit (SWFP) pursuant to 14 CCR, Section 17 403. 7 which requires the facility to undergo a permit review at least once every five years. Accordingly, the proposed action includes amendments to the Report of Facility Information (RFI) in the form of a Transfer Processing Report (TPR). Amendments reflect the change of landowner, updated site personnel, and incorporates descriptions of the organic waste measurements and record-keeping procedures required pursuant to SB 1383 Short-lived Climate Pollutants: Organic
Waste Reductions Regulations. If further corrects typographical and grammatical errors in the TPR.

Reasons for Exemption
The Report of Facility Information amendment process is defined and authorized by 27 CCR, Division 2, Chapter 4, Article 3, Section 21665(c). As specified in Section 21665(c)(1 ), the LEA finds that the changes being requested are exempt from the requirements of CEQA pursuant to 14 CCR, Chapter 3, Article 5, Section 15061 (b)(1) because the project approval is a ministerial action and is statutorily exempt per Section 15268 of the CEQA Guidelines.
