This action is to approve the use of an aviation ground leasehold’s premises located at 2081 North Marshall Avenue, El Cajon, CA, for a special event and is restricted to event’s activities (including set-up and cleanup) associated with the “SHOA – Comfort Communities Client Meet and Greet Event.” This permit is being issued for this event and activities only. In accordance with the issued permit, authorized uses shall commence on the Effective Date as approved by County of San Diego Airports Division.

Reasons for Exemption
Section 15301 of the State CEQA Guidelines exempts the “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use.” The key consideration in applying this exemption is whether the proposed action involves expansion of an
existing or former use. The proposed action consists of approval of the use of premises for a special event utilizing existing public airport structure and facility. Issuance of the permit identified above will not result in an expansion of uses of existing facilities. Accordingly, the proposed action is exempt from CEQA review pursuant to Section 15301 of CEQA Guidelines.
