Document Description
The City of Kerman is proposing the revitalization of the City's "Main Street" - Madera Avenue (State Route 145). Corridor enhancements between California Avenue and Whitesbridge Road (State Route 180) will include new greening elements, beautification, and culturally relevant art. Project features include 1) center median xeriscaping (turf removal and replanting with 1,000 drought-tolerant shrubs); 2) new wrought iron style benches and trash receptacles strategically placed downtown; 3) wayfinding signage to encourage multi-modal transportation; 4) planting fifty new drought-tolerant street trees to provide shade, air quality benefits, and structure; 5) new banners to provide downtown place-making and a cohesive downtown theme; 6) two downtown murals to be designed with community input and painted by local artists.

Reasons for Exemption
The project consists of the operation, repair, maintenance, permitting, or minor alterations of existing public and private structures, facilities, equipment, or topographical features, involving negligible or no expansion of existing or former uses as described below. 15301 (c) Existing highways and sidewalks with alterations to street trees and other landscaping areas.; and 15301 (h) Maintenance of existing landscaping, native growth and water supply reservoirs .... The project entails retrofitting the center median along Madera Avenue from C Street t to Whitesbridge Road, and replacing landscaping through the xeriscaping process (turf removal and replanting with 1,000 drought-tolerant shrubs}. Additionally, the project consists of the replacement of existing facilities where new facilities will be located on the same site as the facility replaced and will have substantially the same purpose and capacity as the facilities being replaced as described below. 15302 (c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. All existing benches and trash receptacles that are currently present on S. Madera Ave. will be replaced with new benches and trash receptacles that will serve the same purpose. Furthermore, the project consists of installing minor structures including two on-premises modular murals and multiple off-premise wayfinding signage. Exceptions listed under 15300.02 do not apply to this project.
