Eastern Municipal Water District (EMWD) owns and operates the Perris Valley Regional Water Reclamation Facility (PVRWRF). The PVRWRF dewaters biosolids and uses a loading hopper to transfer the dewatered biosolids to trucks for hauling offsite. The truck loading hopper was constructed in 1992 and has reached the end of its service life. The Project replaces the existing loadout facility with a new hopper designed to integrate with the existing support frame, installs a weighbridge beneath the hopper, and replaces electrical components and controls associated with the operation of the new hopper. The PFRWRF receives debris and earthen materials collected by vactor trucks from EMWD’s routine cleaning and maintenance of sewers and lift stations. The current practice of using unlined sludge drying beds to deposit the debris to dry is unsustainable and concerns regarding odors, vector control, and potential impacts to groundwater are drivers to implement a more sustainable solution for vactor waste disposal. The Project also implements an engineered solution for vactor waste handling and disposal by constructing a maintenance dump station, a lift station cleaning dump station with two mechanical screens, installation of a chemical building and repaving the project site within the existing PVRWRF facility. The beneficiaries of this project are EMWD’s diverse customers. The District implements cost-effective projects and programs to manage wastewater and biosolids to achieve long-term, environmentally sustainable reuse.
